Mass Ave, the trendy downtown area of bars, restaurants, shops, condos and apartments along the Massachusetts Avenue corridor is part of a major controversy.  The Ballard Administration wants to develop the block housing the Indianapolis Fire Department Headquarters and a Fire Station.  In order to make the project happen, millions of dollars of potential property tax revenue would be deferred into a special TIF (Tax Increment Finance) district.  Some say that the Mass Ave area is so hot it doesn’t need tax money to spur development.  But a group representing some Mass Ave residents and businesses disagree.  Cassie Stockamp representing the group Grow Mass Ave appeared on Afternoons with Amos to explain why Indianapolis taxpayers should subsidize new development in this part of downtown.
