City-County Council President Maggie Lewis along with Councilman Leroy Robinson discussed some critical issues the City-County Council has dealt with in recent days during an Afternoons with Amos interview.  Councilman Robinson sponsored an ordinance that would provide a bill of rights to homeless persons in the city/county. It would provide procedures in case homeless shelter camps would need to disbanded because of health or safety reasons.  It would prohibit discrimination against individuals on the basic of them being homeless.  Discrimination including in potential employment.  The controversial ordinance passed by a 16-13 vote with only one Republican joining the 15 majority Democrats on the Council. Councilman Robinson and Council President Lewis also commented on the proposal for the city to provide $16 million in tax incentives and other financials cash from the downtown TIF economic development area fund to Angie’s List.

The Council was to consider the proposal March 3rd, but in an unusual move unanimously voted to send the proposal back to committee.  Council President Lewis explained that members of the Council of both parties have received a lot of negative feedback on the proposal from Indy residents.  Council members also have many questions about the proposal and the company’s profitability. Council President Lewis and Councilman Robinson also discussed the status of the controversial Justice Center proposal and a new controversial proposal to spend millions from the TIF district and a HUD loan to renovate the Old City Hall and to build a new luxury hotel that would use the Old City Hall as a lobby and entryway.  Both Lewis and Robinson expressed skepticism of the hotel deal and were cautious about the Justice Center plan.  Both Council Members were joined by Light of the World Pastor Dr. David Hampton to talk about an event in Indianapolis Saturday, March 7th, to commemorate the Selma Alabama Bloody Sunday voting rights march that occurred 50 years ago.
