The U.S. Department of Justice on Tuesday closed a probe prompted by the April 2015 death of Freddie Gray. It concluded Baltimore police officers regularly violate the constitutional rights of Black residents through the use of excessive force, unlawful searches and arrests, and racial discrimination.

Authorities say they were forced to fire at Gaines after she pointed her gun at them, threatening to kill. Officers, whose names have not been released, fired one shot, missing Gaines. She then fired back twice in retaliation, and was fatally struck by three bullets.

The move comes after the fatal shooting of Jamar Clark, the Black man who was killed by two Minneapolis cops last fall. His death sparked months of protests to release the video of his shooting and prosecute the officers involved.

Ken Johnson, 35, opened fire while pursuing the fleeing teenagers, identified as Jose Cruz and Edgar Rodriguez, in his vehicle. The boys were allegedly attempting to break into an SUV, which was parked in his apartment building's parking lot.

Veteran San Antonio police officer John Lee is expected to be terminated for shooting and killing an unarmed Black man last month.

The video, which shows the unidentified officer slapping the teenager twice -- loud enough to hear the impact -- before kicking he or she as they walk down the stairs, has prompted the suspension of both officers involved in the incident.

A 911 caller reported that a Black male wearing a hoodie and a bandana was waving a firearm in the parking lot at about 7:15 p.m. Friday night. Officers who arrived on the scene told the teenager to stop walking northbound on Electric Road. When he did not comply with their commands, police twice-attempted to stun Spencer with a Taser.

The child's estate owes $500 for "emergency medical services rendered as the decedent’s last dying expense."

An unarmed, naked teenager identified as David Joseph, 17, was shot and killed by Austin police officer Geoffrey Freeman the morning of Feb. 8.

Shaun Mouzon seeks more than $1.2 million in damages. Around the same time he announced the federal lawsuit, the gun charges were dropped.
